Nvidia is separately discussing financing OpenAI's chip purchases worth up to $350 billion, putting the total campus cost above $500 billion including chips. For OpenAI, a deal represents the first step toward owning its compute infrastructure instead of renting from Microsoft, Amazon, and Oracle. For Nvidia, it guarantees demand for its chips for years. EU AI Act Article 50 and California's AI Transparency Act Both Enforce August 2, a Deliberate Alignment Six Days Away
California Assembly Bill 853, signed October 2025, amended the California AI Transparency Act (SB 942) and pushed its original January 1, 2026 operative date to August 2, 2026, explicitly to synchronize with EU AI Act enforcement. Providers that know a downstream licensee is not including required disclosures must revoke the license within 96 hours. Noncompliance carries $5,000 per violation per day. California's Attorney General has signaled active enforcement interest across the state's AI laws.
On the EU side, Article 50 of Regulation (EU) 2024/1689 becomes enforceable across all 27 member states on August 2. Fines reach up to €15 million or 3% of global annual turnover per violation, applied by each member state's designated competent authority, and apply to any provider whose products reach EU users regardless of company headquarters. A voluntary EU Code of Practice on AI content transparency closed for signatures July 22 and provides a safe-harbor compliance pathway; non-signatories face the full statutory requirement regardless. The EU AI Office also gains expanded supervisory authority over vertically integrated AI providers on the same date.
